Hi I have a new plastic body twin tub washing machine and when using the spinner it will give small shocks, can you please give me a hint what is causing this problem?

There's no leakage of water on spin motor and wash motor. And when touching motors, timers and selector switch with the tester it will give no result (no light). But if I touch the back screws of the control panel and certain places inside the control panel the tester will give positive results (will light)

It sounds like you have an issue with your power outlet. Get an outlet tester at the hardware store and make sure you don't have a miswire there, first. If that's good, then check the wires from the plug to the washer. Make sure they aren't frayed, or anything. Then, check the wiring harness on the washer. Good luck!
